Definition: JDVSC is a body of Representatives directly elected by the students of JDV to ensure effective and responsible participation of the students in all matters that affect the academic and formative aspects of their life in JDV.
Aims and Objectives: To represent to the staff the mind of the students and have adequate representation in the decision-making of curricular and co-curricular activities, which will enable mutual respect, cooperation and responsible leadership in JDV.-To facilitate the students’ participation in the formulation of policies that affect the academic and formative aspects of their life in JDV, in order to form themselves as effective leaders in society. To organize such activities as cultural, literary, liturgical and any other co-curricular activities with the approval of the concerned JDV authority to supplement the academic exercises with the help of competent people working in various fields.
Membership to JDVSC:
1] JDVSC shall be constituted of the elected representatives from each class of the faculties of philosophy and theology
2] Post Graduate students of each faculty will have one representative each.The woman representative nominated by the women’s forum and the co-ordinator of JDV Media Association are ex-officio members.
Role of the Animator: The Animator is appointed by the President of JDV having consulted JDVSC members and the staff. His term of office is left to the discretion of the President of JDV. S/he facilitates the activities of JDVSC in close collaboration with the members of JDVSC and ensures their best participation and contribution to JDV life and activities. S/he works in collaboration with the JDV Administration seeking its advice whenever necessary. S/he supervises the Students’ Council election. S/he is present at the counting of votes, and makes sure that the counting is done with utmost transparency. S/he assists the outgoing council to conduct the orientation programme for the new council. S/he guides JDVSC in planning the annual programme and budget and forwards the same to the President and Treasurer of JDV for their approval. His/her approval is necessary for any items to be put up in public viz. speeches, films, etc. and to invite any guests to any function. In case of a conflict-situation in JDVSC the Animator will use his discretion to intervene effectively.
Electoral Procedure: The Electoral Committee is constituted by the outgoing class coordinators and one of them is nominated as chairperson by the Animator. From each class of BPh, BTh and certificate course four students are elected as representatives to the council, and one each from MPh and MTh sections. Until fresh elections to the council are held, the outgoing class coordinators continue in office. The election is held in two phases: the preliminary and the final.
Eligibility of a Candidate: Every student of every class of JDV is eligible to contest in this election. However the one, who was already a member in one year is not eligible to contest in the following year. Every form of campaign is forbidden. Counting of the votes is to be done by the electoral committee in the presence of the Animator. The final result is announced by the Animator. In case of doubt the contestant has the right to appeal in writing to the Animator for a recounting within 24 hours of the declaration of the results.
Preliminary Election: The preliminary election takes place not later than two weeks from the beginning of the new academic year, after clear information regarding the electoral procedure and the role of JDVSC has been given by a member of the electoral committee.-In the preliminary election the students may, in secret ballot, propose a name each of their choice in four separate ballot papers for the following offices:-The Class Coordinator, The Literary Coordinator, The Cultural Coordinator, The Social Coordinator. The names of those, who get the first three places, are announced on the respective class notice boards on the same afternoon by the Animator and the chairperson of the electoral committee. Withdrawal of names from the preliminary list is highly discouraged. However, proposed candidates may apply for withdrawal of their names with his/her reasons and hand over their application to the Animator, with the approval of the respective house Rector/Superior, on the day following the day when the announcement of the preliminary election results. If the Animator finds the reasons valid, then s/he can withdraw.-The withdrawn names are substituted with those in the list in order of the number of votes (excluding those who are proposed for other wings already). The new entrants get the opportunity to withdraw their names on the morning of the following day. The final list for the Final Election is displayed on the notice board the same day afternoon.
Final Election: Within a week of preliminary election, the final election is held. Each proposed candidate may introduce oneself to the class for a minute before the final election. In the final election, each student, in separate secret ballot paper proposes only one name each for every office from the respective approved list.
Offices of JDVSC: Each wing may also elect its own wing treasurer. The coordinators of the respective wings (the Class, Literary, Cultural and Social wings) elect the chief-coordinator of the respective wing (preferably from the coordinators of third year of theology). The treasurer is elected by an absolute majority from the whole of JDVSC. The secretary of JDVSC is elected from the elected representatives of the philosophy section (preferably from the final years) by an absolute majority of votes of the whole of JDVSC. The chairperson of JDVSC is elected from the elected representatives of the theology section (preferably from the third year) by an absolute majority of votes of the whole of JDVSC. JDVSC functions as one unit in its meetings, decision-making and execution of the same.
Job-Description of JDVSC Office Bearers: The chairperson S/he coordinates all the activities of JDVSC in close collaboration with JDVSC wing coordinators and members and stands responsible for the same. S/he serves as a link between the students’ body and JDV administration. S/he keeps the Animator informed of all the activities of JDVSC, and consults him/her on all matters. S/he represents the students’ body along with the secretary and class coordinators in the joint faculty council meetings (However, if the chairperson of JDVSC is other than the class coordinator of III B.Th., s/he attends the faculty council meeting where s/he will have no right to vote). S/he represents the students’ body along with the secretary in the academic senate of JDV.-S/he arranges the monthly JDVSC meetings for evaluation and planning.
The secretary: S/he writes down the minutes of every JDVSC meeting. S/he keeps a record of the events that are happening around the campus pertaining to JDVSC. S/he assists the chairperson in organizing programs on behalf of JDVSC. In the absence of the chairperson, the secretary calls for the meeting of JDVSC. S/he represents the students’ body along with the chairperson and class coordinators in the joint faculty council meetings (However, if the secretary of JDVSC is other than the class coordinator of the final year of B.Ph., s/he attends the faculty council meeting where s/he will have no right to vote). S/he represents the students’ body along with the chairperson in the academic senate of JDV. (N.B.: The chairperson and the secretary of JDVSC are ex-officio members of the Senate, which is the highest academic body of the JDV. The chairperson and the secretary have the same rights and obligations as the other members of the Senate. Being fully aware of their serious responsibilities to the institution and to the future of the students they bring before the Senate matters needing attention and discussion in accordance to the procedure and participate in the decision making process regarding the same).
The Treasurer: The treasurer of JDVSC keeps the account of JDVSC. S/he gets the budgeted money as and when needed from the Treasurer of JDV or in the absence of the Treasurer from the Registrar, and disburses it to the respective wing treasurers. S/he keeps the account book up to date and presents a statement of accounts to the Treasurer of JDV (and a copy to the Animator) and displays it on the common notice board at the end of the academic year, preferably by the first week of March. In order to receive the money, the wing coordinator/treasurer writes a note, requesting the amount needed at least one day in advance to the JDVSC treasurer, and when S/he receives the money, S/he signs the application/request form indicating that the amount asked for has been received. The wing coordinator produces proper cash receipts/equivalents while submitting the monthly accounts to the JDVSC treasurer.
The Chief- and other Coordinators of the four Wings: The coordinators of the four wings coordinate the curricular and the co-curricular activities of the class. They fulfil their functions in consultation with one another.
1a) The Chief Class Coordinator: (i) The chief class-coordinator along with the other class coordinators of the wing plans out the annual activities of the respective wing and gets it approved by JDV Administration through the Animator, and takes the lead in executing them successfully. (ii) S/he maintains a record of all the wing activities.
1b) Class Coordinators: (i) The class coordinators are involved in the day-to-day affairs of the class, such as: smooth running of the respective classes and following up the examinations in consultation with the Dean, the Registrar, the Controller of the Examinations and the Professors. (ii) They arrange the Inaugural Mass, JDV Day Mass, Republic Day Mass and any other liturgical services when requested by JDV Administration. (iii) They assist the Dean in conducting the required staff evaluation or feedback sessions, whenever the class asks for it. (iv) They attend the meetings of the respective faculty councils with the right to vote. (v) They present to the respective faculty council constructive criticism of the syllabi, courses and professors according to the need of the hour. They also offer suggestions for the introduction of the new courses basic or optional and for the evaluation of the system. (vi) They may bring to the notice of JDV Administration any matter of serious concern needing immediate attention. (vii) They cooperate with the Chief Class Coordinator in all the activities of the wing and JDVSC.
2a) The Chief Cultural Coordinator: (i) The chief cultural coordinator along with the members of the wing plans out the annual activities of the respective wing and gets them approved by JDV Administration through the Animator, and takes the lead in performing them well. (ii) S/he maintains a record of all the wing activities.
2b) Cultural Coordinators: (i) They organize a maximum of two inter-class tournaments viz. football and basketball; two other competitions such as art, carol/crib competition; and JDV day and Valedictory functions. (ii) They take the lead in organizing the co-curricular activities of the respective classes in order to promote inter-personal relationships within the student body. (iii) They actively participate in the cultural activities of JDV and ensure the full participation of the class. (iii) They cooperate with the Chief Class Coordinator in all the activities of the wing and JDVSC.
3a) The Chief Literary Coordinator: (i) The chief literary coordinator along with the members of the wing plans out the annual activities of the respective wing and gets them approved by JDV Administration through the Animator, and takes the lead in performing them well. (ii) S/he takes all necessary steps together with the class coordinators and the cultural coordinators to foster interest and involvement in the literary activities of JDV. (iii) S/he is the editor of ‘Vidyankur’.(iv) S/he is the editor of the two issues of JDV Times.(v) S/he collaborates with ASSR in conducting the All India Essay Competition.(vi) S/he maintains a record of all the wing activities.
3b) Literary Coordinators: (i) They conduct under the leadership of the Chief Literary Coordinator a logo competition and a maximum of five literary competitions. (ii) They cooperate with the Chief Literary Coordinator in all the activities of the wing and JDVSC.
4a) The Chief Social Coordinator: (i) The social coordinator along with the members of the wing plans out the annual activities of the respective wing and gets them approved by JDV Administration through the Animator, and takes the lead in performing them well. (ii) S/he informs all the campus superiors of any common activity of the wing, well in advance (iii) S/he maintains a record of all the wing activities.
4b) Social Coordinators: (i) They organize a maximum of four activities such as extension lectures, seminars, workshops, street plays etc. in an academic year. (ii) They cooperate with the Chief Social Coordinator in all the activities of the wing and JDVSC.
Resignation: The chairperson/secretary of JDVSC can for a serious reason submit his/her resignation to the Animator with a copy to the President of JDV and the Deans of both the faculties of the same. When the chairperson /secretary resigns s/he does so only from her/his office, and not from her/his membership to JDVSC. S/he shall continue in her/his office until the new chairperson /secretary is elected.-A member/an office bearer of JDVSC can render his/her resignation to the chairperson of JDVSC making it known to the class and giving sufficient reasons both to the class and to JDVSC. One who resigns should continue as a member till the election of the new representative is over.-A new representative or any office bearer of JDVSC is elected within a period of two weeks (exclusive of electoral procedure) from the time of the resignation. The mid-term electoral procedure will be the same as the general electoral procedure.
Financial Administration of JDVSC: At the beginning of the academic year the newly elected JDVSC draws a proposed budget for the year, which is submitted to the President, the Registrar and the Treasurer of JDV through the Animator of JDVSC for the approval.-S/he along with the treasurers of the respective wings and the chairperson of JDVSC is accountable to the JDV treasurer for all their financial transactions.
Amendments of JDVSC Statutes: To make JDV evolve with the signs and needs of the time and to make its function relevant, these statutes of JDVSC may be amended in the future with the approval of the academic senate. These Statutes were first approved by the Academic Senate of JDV on 8th March 1996 and the revised Statutes were approved by the same body on 25th January 2015.
